From October 29th 2012 all trailer types O1 (under 750 kg), O2 (750 kg to 3500 kg), O3 & O4 sold in Europe, will require a Certificate of Compliance to show that they have been Type Tested to all European safety directives, EC Legislation 2007/46/EC and the UK Road Vehicles (Approval) Regulations 2009. This includes a manufacturers statutory plate which must include the manufacturers full details and the trailers VIN number. Any new trailer sold must be supplied with its' own certificate of compliance.

This now means that any new trailer must have valid Type Approval (TA) certification. This can be achieved by either, EC Whole Vehicle Type Approval (ECWVTA), National Small Series Type Approval (NSSTA) or Individual Vehicle Approval (IVA). If a new trailer dose not have any Type Approval then it would NOT be legal on any UK public roads, this may well invalidate the towing vehicles insurance.

Retailers of small trailers will have to record (and hold) at point of sale from this October (2012), certain information that has to be kept for a minimum of 10 years and comprises:

(a) name and address and (if any) company registration number of manufacturer
(b) the manufacturer's designation (make and model) of the trailer
(c) the month and year when manufacture of the trailer was completed
(d) the vehicle identification (VIN) number
(e) the number of the type approval or individual approval certificate
(f) a copy of any certificate of conformity issued in respect of the trailer
(g) the date of supply
(h) the name and address of the purchaser

This is a legal requirement under the Road Vehicles (Approval) Regulations 2009.
